PROSECUTING WAR-MAKERS.
RANK NOT CONSIDERED. (Received 10.5 a,m.) PARIS, March 21. The Peace Congress sub-committee, set up to consider responsibility for the war, reported that special machinery could be created to settle the guilt of those who planned the war and committed violations of the laws of war. The rank of the culprits ought not to he considered. (A. and N.Z. Cable.)
