ASYLUM FOR KAISER REFUSED. (Received 10.20 a.m.) XEW YORK, March IS. The "New York Times" Washington correspondent states that diplomatic advices from Europe say that the exKaiser arranged for an asylum'in Sweden two months before the armistice was signed, but was prevented from carrying out his plan by the Swedish Government.
