GERMANY'S WAR CRIMES.
VIOLATED NEUTRALITY, . HELD TO BE PENAL. PARIS, March 16. It is officially stated that the Responsibility Commission finds that the violation of the neutrality of Luxemburg and ! Belgium is strictly penal. The commis- I sion recommends the Peace Conference j to form a tribunal to deal with the; criminals concerned, whatever their rank. I — (A. and N.Z. Cable.) ' i The commission dealing with the origin of the war has classified the responsibility into three categories: First, The premeditated provocation of the war. Second, The violation of Belgian neutrality. Third, The violation of the rights of man during the war. The commission was divided between two courses. One was trial under all three categories before an international court, but the present law does not provide the machinery, and it would be necessary to form a new code of retroactive law in order to secure full authority for the trial. The alternative course for which authority exists would be more practical and quicker, and would permit charging the former Kaiser on the third category. The court would be formed of representatives of countries whose citizens have . suffered. ;
