The Ameterdnm correspondent of the "Daily Chronicle" states that the German I political crisis is developing owing to the ■recognition by important sections of public opinion that the distrust of the Kaiser by the Allies has made their Governments unlikely to respond to any peace overtures emanating from Germany. Many political conferences are proceeding. The Rotterdam correspondent of the "Daily Telegraph" states that the reassembly of the Reichstag is awaited with the tensest expectation. The position can fairly be described that the Government does not know how it is to govern, while the politicians in power do not know what policy to pursue. Certainly Germany's rulers are trying to | etave off final disaster by convincing the army and the people that demoralisation must cease. National Governments must ■be established with one policy, namely, to save the Fatherland from destruction. Yon Behucke'e appointment as Secretary to the Admiralty amounts to a confession that ruthless submarine , has failed. Yon Behucke always opposed the application of ruthleiguese to neutrals. Apparently he considers it suicidal to invite fresh complications with neutrals.— __ __ "_ v
