Will it advocate Preferential Voting so that Every Elector may express his judgment on each issue instead of one only ? i If this is not a Brewers , Petition will the Brewers say openly that they prefer the Efficiency Board's proposal, and if so, Why ? THE LIQUOR TRADE can fool some of the people all the time, BUT it can't fool ALL the people ALL the TIME.
