MR MASSEY'S MESSAGE. DR. ( fIAPI'I.H SPEAKS. (From Our Special Correspondent.) LONDON", .luly 2. tit. lion. \V. I. Massey, Prime Minister of New Zealand, has addressed a message to the Irish liecruiting Council, appealing to tln.se Irishmen who have not yet risen to their sense of duty in the present world crisis. This is not the time to keep up sectional grievances and differences. It i>. the time for all Irishmen to remember the honour of their country." Dr. W. A. Chappie, now an Knglish M.P.— in khaki, too. as an active member of the Ii.A.M.C- writes today to I lie Preaa:— "It has frequently been demonstrated that the incubation period of nil idea in the mind of a Mininter is exactly two years. Colonel Lynch tells us that he offered his services in Ireland two years ago. The idea was implanted then. it matures two years later. Two year? ago the idea of an active propaganda throughout Ireland, coiilincd to vivid descriptions of the hernie-d Is of Irishmen in the war. with incidental reference to the Oermnn origin and causes and objects in the war. by Iri-'h lecturers, earnest, sympathetic, and patriotic, silent on Home liule ami politics, and equipped witii slides and pictures. was inoculated int.,, the Ministerial mind.
