OFFER OF COMPENSATION. (Received 11.35 a-m.) CITRISTIAJrrA, August 27. Replying to the Norwegian Gotcthment's protest, Germany offers compensation whenever it is proved that a Norwegian ship is torpedoed ■β-ithout warning outside the danger zone. Norwegian newspapers point out that Germany is bound to give compensation in any case, but money cannot compensate for seamen's lives and ships. Norway must demand Oerman ships and eompenBation to the families of the dead seamen (A. and X.Z. Cable.)
