(Received 11.30 a.m.) PHILADELPHIA, August 5. ■President Wilson and Mrs Wilson assisted in launching a vessel in new yards here. Mr E. N. Hurley, the Shipping Board chairman, said that the occasion marked the inauguration of high speed production in the United States yards, the ultimate purpose being to give the United States a great mercantile marine-—(A. and N.Z.
