THE EXCHANGE NEGOTIATIONS
BALANCE IN FAVOUR OF BRITAIN. LONDON, Juno 2. Lord Robert Cecil (Under Secretary for Foreign Affairs) announced that the Germans have accepted the British offer to negotiate the exchange of prisoners. Speaking in the House of Commons, Mr J. I.
