The Paris edition of the "New York Herald" states that there is undeniable evidence from Antwerp that Germany had resolved upon violent measures during the recent German-Diitch negotiations over the transit of Wiir materials. Several divisions of German troops wen , , hastily concentrated at Antwerp.
