KAISER CHANGES FRONT AFTER INITIAL SUCCESS. (Received 9.15 a.m.) ' ROME, April 5. The Berne correspondent of the United Press Agency states that the offensive was ordered very hesitantly. Long after all preparations had been made the War Council headquarters debated whether to make a new peace offer, including the renunciation of Belgium, and concessions regarding Alaace, or to fight to a finish. Yon Hindenburg guaranteed the success of the offensive and won over a majority of one. When the Council ended several showed much emotion. The Kaiser went to pray. Baron yon Hertling was very moody, Hindenburg alone being unmoved. Swiss reports state that the Kaiser tried to dissociate himself from the decision until the initial successes had been won, and then told his soldiers, "This is my own battle."—(United Service.)
