COURLAND KISSES THE ROD.
DUKEDOM OFFERED TO KAISER (Received 9.35 a.m.) COrEHAGEN, March 13. A message from Berlin states that the Diet of the former Russian province of Courlund has offered the Dukedom of Courland to the Kaiser.— (A. and N.Z.) The province of Courland contains many Germans either by birth or descent, and it is at present in German occupation. The anti-German elements are thus in complete subjection, and it is merely a matter for a command from the military authorities to ensure any action that Germany desires. It is thus made to appear that the whole of Courland is favourable to the German occupation, but the device will deceive no one outside the realms of the Central Powers.— (A. and S.Z. Cable.)
