RUSSIANS ENROLLING TO DEFEND PETROGRAD
FRENCH MISSION ASKED TO UNDERTAKE ORGANISATION. (Received 11.45 a.m.) LONDON, February 24. Petrograd advices state that the advance of the Germans has aroused the masses, who are rapidly enrolling to defend the capital, where martial law has been proclaimed. Drastic Press censorship has been established, with stringent regulations against looting. Persons possessing arms are ordered to hand them over to the military. Telegrams received in Paris from Petrograd indicate that the Council of People's Commissaries has resolved on resistance, and has sounded the French mission under General Disselle on the organisation of the defence of Petrograd.—(A. and N.Z.
