The latter 6tated that he considered all men called up for service should be dealt ■with by the group officers, instead of beinjr under the dual control of the group officer and director-General of recruitmp. He thought the group commander should be the military representative in each district before the Appeal Board. He drew attention to the fact that in some districts majors who were area officers were drawing a higher rate of pay than a group commander, who ■was a captain, and who wae over the area officer.
