SIR CECIL SPRING RICE.

1 -• VANCOUVER, February 14. The death has occurred of Sir Cecil j Spring Rice, late British Ambassador at 11 Washington.—(A. and N.Z. Cable.) _ Sir Cecil Arthur Spring Rice, G. C.M.G., G.C.V.0., had a long and distinguished diplomatic career. He was born in 1859, _ and after serving in the War and Foreign Officer he became successively Secretary iof Legation at Brussels, Washington, Tokyo, Berlin, and Constantinople, and in 1900 was appointed Charge d'Affaires lat Teheran. In 1901 he was appointed 'as British Commissioner of the Egyptian Public Debt at Cairo, and after serving l as First Secretary of the Embassy at t St. Petersburg between 1903 and 1905, i he was in 1906 appointed as Minister I and Consul-General to Persia.
