WILL PRESENT SOLID FRONT GERMAN FOOD SCHEMES WRECKED According to a message from Petrograd the Bolshevik and Ukrainian delegates have reached an agreement, by which the independence of the Ukraine will be recognised and a united front presented to Germany. By this agreement Germany's hope of preying on the food stocks of Southern Russia, one of the chief objectives of their peace move, tumbles to the ground. A small German raiding force, reported to be short of food and munitions, captured by forced marches a number of posts in the Lugenda Valley, Portuguese East Africa. The column has split up into small raiding parties, and is now being pursued by the British and Portuguese. An American message expresses the belief that the German High Command will venture a great offensive in the West this year, holding that even failure will not make conditions worse for Germany when the Peace Congress sits. The committee of the German workers' movement appealed to the Kaiser demanding either peace or victory to save the German workers. The Crown Prince replied promising an honourable peace which would enable all German workers to develop their industries untrammelled by outside interference.
