REPORTED PEACE AGREEMENT
GROWING UNREST IN GERMANY CAiBRAI RETIREMENT RUMOURS
It is reported by way of America that Russia and Bulgaria have concluded a treaty of peace.
There are increasing evidences of discontent in Germany, and the demands of the annexionists are causing unrest in many quarters. According to a captured officer the German High Command believes that the situation is so gi-ave that it ■will resort to its old remedy of blood-letting, risking a second Verdun, in order to still popular clamour by arousing another temporary outburst of disciplined patriotism such as always accompanies one of Germany's pseudo triumphs. It is reported that the recent political crisis has resulted in a Pan-Germanist victory, and that yon Kuhlmann (Foreign Minister) narrowly escaped dismissal. The Petrograd Soldel and the Socialists have declared against a separate peace, while several divisions of the army have passed resolutions condemning the Leninite proposals.'
