Regarding Mr. h Grimwade'e second reason that the f money raised for loan works was being , s expended without proper organisation, r the Mayor said the loan money had been t expended in the most economical manf ncr possible in rotation on works that t were contemplated at the time the loan c was raised. 3 Regarding the drainage scheme, t the Mayor said that the eni, gineer had been, instructed, on the c approval of the whole Council, to formui late a comprehensive scheme, and that •, scheme had for some yeare been in pre* s paration, and councillors were urging s that it be expedited. At the last meet* c ing of the Loans Committee it was de- !• aided (Cγ.
