RUSSIAN AIMS DESCRIBED.
LOYAL TO HER ALLIES IN SEEKING UNIVERSAL PEACE (Received 11.30 a.m.) PETROGRAD, October 11. A Government manifesto states that the convocation of the Constituent Assembly must not be delayed. Meanwhile the Provisional Government is indefatigably working for universal peace, which is essential to Russia's reconstruction. The Russian delegates to the inter-Allied conference at Paris will seek an understanding amongst the Allies subject to the principles proclaimed in the Russian revolution. The delegates include a special representative enjoying the confidence of the democratic organisations. The Government will exert its whole strength to support the Allied cause, to eject the enemy from Russia, and to restore the fighting strength of the army. A punitive expedition has arrived at Tashkent, the capital of Russian Turkestan, and has arrested the revolutionary committee and the Governor whom the local Council of Workmen's and Soldiers' Delegates appointed.— (Reuter.)
