A PLOT THAT FAILED.
TO ISOLATE BRITAIN,
(Received 11.50 a.m.) LONDON, September 3. Private telegrams sent by the Kaiser to the Czar from 1904 to 1906 have been discovered at Tsarskoc Selo. The Kaiser advocated an anti-British alliance, and proposed a secret Russo-German Convention, hoping by its accomplishment to bring in France. Collapse of the scheme was due to Russia siding with France in the Algeciras affair.— (A. and N.Z. Cable.)
