(Received 11.50 a.m.) LONDON, September 3. Private telegrams sent by the Kaiser to the Czar from 1904 to 1906 have been discovered at Tsarskoc Selo. The Kaiser advocated an anti-British alliance, and proposed a secret Russo-German Convention, hoping by its accomplishment to bring in France.
