RUSSIAN WORKMEN AND SOLDIERS' CONGRESS VOTES FOR WAR.
IMMEDIATE OFFENSIVE UNANIMOUSLY FAVOURED, (Received 10.15 a.m.)| LONDON", June 21. The All-Russia Workmen's and Soldiers' Congress unanimously voted for an i-umediate Russian offensive.— (A. and N.Z. Cable.) The "Daily Mail's" Petrograd correspondent, who has returned from a three weeks' visit to the Interior, states that although the people have no desire, for a separate peace, the war is everywhere unpopular. The peasants declare that it must end quickly, their attitude being that Russia has shed too much blood and that it is time the slaughter was ended. The conditions in the towns and the country differ. The. Government commissioners nominally rule, but actually share their power with soldiers, substituting persuasion for the former brutal regime. In the country the peasants elected local management committees, who are practically powerless, the peasants settling things themselves. They have seized the lands and the majority favour seizing the farmhouses. They will only obey Parliament decrees if they coincide with their desires. Robbery and arson are frequent. All the trains are crowded with soldiers coming from or goi'lg to the front.— (United Service.)
