BRITISH EFFORTS TO AVERT A CRISIS.
CZAR'S OBDURACY COSTS HIM HIS THRONE, REJECTS AN AGREEMENT WITH THE DUMA. (Australian and N.Z. Cable Association.) (Received 11.30 a.m.) LONDON, Maxell 18. -The "Manchester Guardian's" Petrograd correspondent states that Lord Milner's vieit to Russia was partly connected with internal conditions. He endeavoured to effect an agreement between the Czar and the Duma. The Ciar rejected the suggestion to appoint a Ministry responsible to Parliament, end declared that this <lid not harmonise with" Russian institutions. He also rejected the suggestion to appoint a Ministry acceptable to the Duma,, with M. Sazanoff, ex-Foreign Minister, a-s Premier and Foreign Secretary. The Czar's obduracy defeated Lord Milner'e and other efforts to avert revolution. Lord Milner's failure is regarded as an indication that nothing could be hoped from the Czar- , Assemblies of the nobility in Russia resolved to participate in the people's movement. Extraordinary meetings were held and resolutions demanding energetic action against persons responsible for the crisis were, carried.
