CONGRESS FAILS TO PASS THE ARMED NEUTRALITY BILL

TALKED OUT BY PRO-GERMAN SENATORS. SUBMARINE CHASERS ON ATLANTIC LINERS (Australian and N.Z. Cable Association.) (Received 9.45 a.m.) : Washington, March 4. The Senate adjourned at noon yesterday, to a date not yet fixed, without passing the Armed Neutrality Bill. During the debate in the Seriate, war with Germany was on the lips of nearly every speaker stonewalling the delegation of power to proclaim war to the President. Senator Stone amazed listeners by stating that he had information from the Navy Department that if the bill were adopted they would place small submarine chasers aboard merchantmen. When the danger zone was reached the chasers would be lowered, their duty being to seek the submarines and sink them on sight. Before the adjournment 75 of the Senate's 96 members signed a manifesto declaring that they favoured the Armed Neutrality Bill and regretted the rule fixing no limit to debates preventing its passage.
