A FURTHER RISE. CIRCULATION NOT AFFECTED. (The "Times.") '(Received 10.15 a.m.) LONDON, February 12. Raising the price of the "Times" to l}d has not affected the circulation to any extent. In view of further restrictions on paper supplies, the proprietary desires to restrict the circulation, and urges the country to re-establish the practice of circulating a single copy amongst several families. The price will be raised to 2d on February 19.
