RUSSIAN LABOUR TROUBLES.
ELEVEN MEN ARRESTED. (Keuter's Telegrams.) PETROGRAD, February 12. It is officially stated that eleven members of the workmen's group of the Central Military and Industrial Committee at Petrograd have been arrested and charged with fomenting labour troubles, aimed ultimately at transforming Russia into a Socialistic republic
