DELIGHT IN THE GERMAN EMBASSY. (Beceived 10.30 a.m.) MIW YOKE, January 23; The "Xew York Sun's" Washington correspondent states that 3lr. Wilson's stand against a decisive victory is regarded as a rebuff to the AJliee. Sir C. A. Spring Ri ce , tH( , Hi Hish Ambassador, will not comment on it, but the German Embassy is delighted.
