COMMISSIONS.
METHOD OF DISTRIBUTION. The new arrangement for the distribution of commissions, !by which more opportunities are given to the men 'who have been on active eervice, will, it is expected, reduce the opportunities of non-coms, in training at the camps. The Minister of Defence explains that a certain number of commissions would be kept for territorial officers and for noncommissioned officers 'Who have qualified in camp. Altogether there will be 45 commissioned officers in every draft. Six commrssions will be filled by appointment at the front, six will be given to noncommissioned officers returned from the front, twelve of the positions will go to officers sent back by General Godley from the front, fourteen will go to officers of the territorial force if so many suitable officers are offering, and the remainder of the commissions will go to non-com-missioned officers trained in camp.
