7 AMENDED REGULATIOXS. (By Telegraph.—Own Correspondent.) WELLINGTON*, this day. Amended regulations have been approved by the Minister for Education for certificates of proficiency-and competency in Standard VI. The total percentage required J, or a pass is not increased, but candidates must qualify in reading and composition. It has been found that pupils who were weak in both were gaining admission to free places, and the Minister considers the requirements were too low.

E*ception is made in free places for technical schools, especially in the case \of. pupils who, though unable to reach the standard required, excel in drawing, band work, and science.

Provision is being made for endorsement to that effect, and differentiates between the requirements demanded for free places in high and technical Bchools.
