The question of introducing American capital into Europe for the purposes of reconstruction and development is beginning to excite interest even among neutrals. In Spain, it seems, Americans will have to do all or nothing. It is not quite the same in Russia. It is said in Paris that British and Japanese, as well jas American, capital is going systematiI caliy to aid in developing Russian mines. To English and Californians, representing , twenty-four companies, with an iggrpgate capital of more than 750,000,----000 dollars, mines of iron, copper, gold, and platinum in the Ural Mountains have been granted. There are over 350 separate mines, scattered over a surface of -250,000 acros. Tins practically comprises all the gold and platinum so far prospected in that region. Resides this, the land granted yields iridium, palladium, osmium and manganese, which may be called precious metals; and there are prospects of precious stones. Considerable astonishment has been felt at this suddrn opening up of n region which Russia has hitherto left deserted. It is considered that only the necessities of war would have decided such an economic movement, which, however, is sure to profit all Russia permanently.
