With reference to the Wur Rlfulations " Issued on the "Ith July lust, and to the advertisement of sth August in connection • with the same, it has been found advisable to make certain alterations, and the following statement now explains the position. It will be juiticed that there Is not now , necessity to obtain liceusea to trade with tlrius In Japan or France. la) Licenses are required to import goods Into New Zealand from all countries except , Britain, British Possessions, Frauce, Japan, aud the United States. (l>) A license must be obtained from the Comptroller of Customs, before the goods are ordered, for each lirni with whom it , is de»lre<l to trade. (c> Where goods arc ordered through a buying agent in the United Kingdom who ' is given discretiojiary power as to the sources of supply, and irrespective of whether the suppliers' invoice l= to be ultimately scut aloug with his own invoice to ' New Zealand or not, there will be no necessity to obtain a license In New Zcniaud provided that the agent gets the invoice to be sent to New Zealand vised aud ■ approved at the offlce of the High Commiamo:i in London. (d) It should be clearly understood that it is only iv cases covered by the preceding clause that Invoices should be submitted to the High Commissioner, and that whenever the uam<#of the probable supplier is known to the New Zealand Importer, a license must be obtained. (c) Where a New Zealand importer hns Rot into touch with a new.firm subsequent . to the outbreak o£ war, he should state 1 when applying for a license bow lie came , to communicate with that firm, and should ' submit auy relative papers. (f) 'Licenses w ill not be required for goods ' bought out of stock iv Britain, British Possessions, J-'rance, Japan, or the United ■ States, but in no case shall this be construed Inlo permission "to import— (1) Any goods of enemy manufacture, origin, or ownership; or (2) Goods being the produce or manufacture of any firm with whom a , license to trade has been refused; or (3) Any goods prohibited from Importation under the War Regulations.
