MEMBER CALLED TO ORDER. (Times and Sj-ilney Suu Services.) ROMS, March 20. The Parliamentary debate on the Government's economic policy was marked by several stormy scenes. The Socialist Deputy Signor Lucci declared that Germany was invincible, and that the battle was necessarily one of exhaustion. England alone understood this, he declared, and therefore had chosen to fight in the economic sphere instead of on the battlefield. Tho Chamber angrily protested, and the speaker was called to order. CONFIDENCE IN GOVERNMENT. (Received 11.54 a.m.) ROME, .March 20. A motion expressing confidence in the Government was passed by the Government by 301 votes to 61 votes.
