The Rome "Seccolo -, states that the Germans held a war conncil in Sepat a small town in the Ardennes to consider how to shorten the war. It was concluded that a solution was impossible before summer, and therefore they immpdiately began the organisation of masses of men destined to break through tlic French line. They were specially drilled, armed and equipped for the great effort. It was intended to make a widespread offensive on the West front, but the French resistance at Verdun obliged them to alter their plans, using all the units of the new army before Vertlun, thus lessening the possibility of the other projected attacks.
