It is endeavouring to interview Dr. Yon Bcthmann-Hollwcg. the Imperial Chancellor, to discuss the war. Hollwcg, as Chancellor, docs not attend the committee's meetings, and thus Prussia is not Represented. There arc many protests in the Reichstag and the I'ross agnint the gagging of public opinion. General Geotg Bcrnhardi, writing in the "Yossiseho Zcitung," says:—"The committee's meeting may lie regarded as a sign that the German States, except Prussia, desire, to confer with the Chancellor. Attempts are being made in influential quarters to prevent the conference, but it will, give the Chancellor nn opportunity to dispel rumours greatly alarming public opinion. It is reported that the Government has taken a decision not meeting with the people's approval. Plain speaking is necessary to explain to Dr. yon Eethmann-Holhvcg where his tactics arc leading."

It is understood that Bernhardi is alluding to submarine warfare, and Germany's war ambitions in America.
