COALITIONIST BEATEN. (Received 11.45 ajn.) , -S^fe LONDON, March 10. At tbe by-election for Eaafc Hertford, ;. rendered necessary by the resignation through illness of Sir J. Roflestoh, Mr. Billing, a well-known aviator, got 4,590,-x? votes against 3,579 secured by Mr. Hen-W----derson, Coalitionist candidate.
