WANTS THE HELP OF THE UNITED STATES. 3TO BREAK DOWN THE BBITISE BIXKJKADE. (Received 1.30 pm.) WASHINGTON, February 7. Germany is attempting to induce the United States to co-operate with her-to secure the freedom of the seas before the war ends. The concessions on the Lusitairia case have been made with such an object in view.
