The "Hamburger Nachrichten" says that Mr Lansing, in his code of rules for submarines, considers only the merchant ships and non-combatants, and while carefully protecting old men tottering to their graves and gouty women, does not consider the brave men in" the submarines the most valuable part of the -human race.
