AN ATTEMPTED OUTRAGE
BY AUSTRIAN SUBMARINES ON REFUGEE STEAMERS. (Received 0.50 a.m.) ROME, January 23. Mr Ix>rillard (American .Minister to Serbia I has arrived here. He declares that hp embarked 2,300 Serbian women and children on Italian steamers at the port of San Giovanni. Austrian submarines vainly endeavoured to torpedo the steamers without any kind of warning.
