The "Times Financial and Trade Review" states that there is no more significant thing in connection with the financing of our adverse balance in trade than the Canadian Government's arrangement to credit the Imperial Exchequer with part of the first internal Canadian loan. Canada's example shows thnt the self governing Dominions present possibilities of finance if war conditions arc prolonged, and perhaps marks the l>esr!nmiip of a new era in Imperial financial arrangiments.
