FERDINAND'S EFFORTS TO OUTMANOEUVRE THE SULTAN. (Received 12.35 p.m.) ROME, December 26. The Milan "Secolo" reports that the Bulgarians and Turks arc engaged in lively recriminations, owing to the Bulgarian efforts to ensure the postponing of the cession of Thracian territory until the Bulgarians have obtained possession, peacefully or otherwise, of Seres, Drama, and A valla.
