Rodzianko, was requested to convey to the Czar the Duma's feelings concerning prorogation. It is believed rhese feelings were unanimous throughout Russia and there were indications that M. Goremykin. President of the Council of Ministers, [lid not possess the support of any of h> colleagues. The responsibility lor prorogation was his alone. The intensity of the opposition by the "Cadets" and "Progressive!-" is sue!', that these parties have considered their withdrawal from cooperation with the Government upon war committees. A decision has not been reached. The Worker's Party has intimated that it would insist upon discussing prorogation regardless of the business before the Duma.
