ANGLO-FRENCH LOAN.
EIGHT-HOUR SITTING. FEELING OF OPTIMISM. (Received 11.5 a.m.) NEW YORK, September 16. The first formal conference between the Anglo-French Commissioners and the New York financiers concerning the proposed loan took place to-day, and lasted from four o'clock in the afternoon to I midnight. There is a general feeling of optimism. The cotton-growers have been notified that their interests will be cared for by the English and French Governments.
