STRAIGHTENING MATTERS OUT SETTLED IN A FORTNIGHT. NEW YORK, September 10. A New York newspaper publishes a j cable from Berlin stating that Americans lin Berlin believe that Germany will never allow her relations with the United Statrs to be severed, because, that would mean her retirement from the field, and the further cementing of the fellowship between the Allies and America. Count Berns-torlT, in an interview with the "New York World," said that all difficulties between Cermany and the United States would bo settled within a fortnight.
