The "Times" correspondent at Rome gays a decree has been promulgated regulating the production of ammunition in private factories working for the State and placing the workmen, whether mili-. tary or civilians, on an equality, with liberty to apply to the authorities to settle disputes, which will not ho allowed to interrupt work. The decree tvntral isos the production in seven under military direction, and empowers the fJoierni ment to commandeer all arms establishments. Prisoners Well Treated. Mr. W. H. Page (United .States Ambassador to Britain) has transmitted satis- I factory reports of the Cierman prison camps at Meschede. in Westphalia, and Wahmbeck, on the Weser, from the stand- \ point of both sanitation and recreation. Against the Common Foe. The correspondent of the ''Amsterdam Telegraaf" at Petrograd states that the Japanese Government hfl3 promised to | mobilise Japanese industry in order to | nssist the Allies, especially Russia. Deserved it. Lance-Corpc al Angus, Bth Territorial Highland Light Infantry, who received 40 wounds while rescuing a wounded officer under heavy fire, was presented with the Victoria Cross, nt Buckingham Palace, by the King. Hard Task. German newspapers are increasing their efforts to create an impression that Britain wants peace, as the issue of the war is regarded as hopeless. Unpatriotic Pressman. A man named Yaneheveeki, Buda Pest correspondent of the Russian newspaper "Xovoe Yremya." has been court-mar- j tialled and sentenced to death for communicating military information to his newspaper. Low Exchange Rate. The exchange rate between New York and London has fallen to J dollars 50 cents. Bulgaria's War Census. The Bulgarian Minister for War has instructed the commandants in various districts immediately to take a census of all men up to SO years of age who have never served in the army,
