EMBARGO ON COTTON.

NO MORE FOR GERMANY. SENT BACK TO OWNER. LONDON, June 17. Lord Robert Cecil (I'nder Secretary for the Foreign Office) announced in the House of Commons that the Government hnd taken steps to prevent cotton entering Germany. All cotton from overseas suspected of being destined for the onomy would be brought to port and restoreil to its owners on terms laid down by the Prize Court.
