His '.pureW speculative problem Has become German's actual problem with the same data. Yon dor Goltz .-wrote in part as i follows:— I "Let us eppsider -the case of Germany I having to carry on. a simultaneous war on Its eastern and western frontiers. It may be hoped that, even In this case, especially if our powers of resistance*are organised beforehand t,o their fullest extent, we " shall be strong enough to repel the attacks of 'both our enemies. Germany, however, will not be strong enough to compel both ■to accept. disadvantageous peace; indeed, it 'may-well appear doubtful whether with ■half its strength it could "completely crush either of-them. ; . ln,any. case this'can only i take place after a long struggle, and at the cost of enormous efforts. j'- "The conflict. will therefore be a long ope,. for, "wJien once, it , begins, Germany cannot give way -without abandoning all Its hopes of an Honourable -future. . But such long-continued effort will only be possible ; for us it we can keep open our connections by*sea. As the flgures which I have given clearly prove, sbeer want :Would compel us to mate peace as soon as those connections ■ are completely out. We cannot reckon upon being nlile to import over our land frontiers the means of existence in.sufficient quantities to supply the defleiency."
