BT PRESIDENT WILSON. AMERICAN FORCES MOBILISES TO GUARD NEUTRALITY. WASHINGTON*, August 6. President Wilson lias.signed an order mobilising all the land and sea. forces of the United States. It is understood that the reason for this step is to enforce American neutrality, and protect the Panama Canal. All American \rarships now in Mexican waters have been ordered to return. President Wilson 'lias offered to act as mediator between all the nations now at war.
