CONSERVATION IN WARTIME. CTimes-Sydney Snn Special Cable.) OTTAWA, February 24. A bill has been introduced into Parliament prohibiting the export of oil in times of emergency, at the instance of the Admiralty, in order to preserve for the use of the fleet in the event of war.
