RATIFYING THE TREATIES. WARM WORDS IN TEE SENATE (Received 8.15 a.m-) WASHINGTON, February 20. The Senate to-day debated the ratification of peace treaties. Senator Chamberlain submitted a general amendment excepting from Tne Hague arbitration the admission of aliens into the United States, all questions involving the Monroe Doctrine, Japanese on the Pacific Coast, and the provision of the Panama Canal Act exempting American vessels from tolls. •Senator O'Gorman assailed the Carnegie International Peace Endowment, declaring that it was intended to corruptly create an international alliance between the United States and Britain for the profit of certain individuals. Senator Elihu Root, ex-Secretary of State. rebuked Senator O'Gorman 6trongly, and after heated passages Senator Root declared that he regarded Senator O'Gorman's statements as .a personal affront. The debate was adjourned owing to the funeral of Senator Bacon. t ——————— -——_—__
