HOTEL-KEEPING RISKS.
LEASES THAT PRESCRIBE PENALTIES. " The conditions of a publican's lease are such that a conviction under the Licensing Act, even where there is no moral turpitude on the licensee's part, involves severe penalties under the leaee" stated Mr. R. X. Moody to Mr. Frazer, S.M., this morning, when John Kelly, licensee of the Imperial Hotel, was convicted of the breach of the Licensing Act, the Magistrate remarking that the circumstances showed no moral turpitude on the part of tire licensee. " A man who takes a lease under those conditions is a fool," replied the Magistrate.
" But they can't get a lease without such conditions nowadays," said Mr. Moody.
"' Well," 6aid Mr. Frazer, "in my own licensing district (Franklin) I intend to do something towards stopping that kind of lease if I can do it. I don't think it io conducive to a proper carrying out of •the law."
