The "Toronto Globe," commenting on tbe "Telegraph's" suggestion that Prince Arthur of Connaught should succeed his father as Governor-General, says:— "Prince Arthur is an unknown quantity. He may or ma 3' not have the attributes of a statesman, and if hr wants to become one of the pro-Consuls of the Empire he had better have an apprenticeship in a less conspicuous office.
"There may be no real objection to a Court at Ottawa, but undoubtedly there would be to hereditary GovernorsGeneral."
